National Stormwater Center®, was founded in 1997 by John Whitescarver with the unwavering belief that well-trained stormwater inspectors make the difference in keeping America's waters clean.
Our mission is to provide required training to qualify stormwater inspectors and stormwater personnel, and to provide stormwater permit compliance assistance to industrial, construction and municipal stormwater permittees. We accomplish this with variety of educational programs, services, tools and resources developed by former enforcement officials who were instrumental in the development of the National Pollutant Discharge Elimination System (NPDES) program.
Our instructors, all of whom have NPDES enforcement backgrounds at the State or Federal level, designed and developed our quality coursework for inspectors to achieve competence. Our qualified Compliance Team delivers stormwater program assistance through full- and self-service programs.
Educational Programs
Our training focus is the education of agents of permittees, resulting in their ability to make permit compliance commitments. The National Stormwater Center® offers public instructor-led classes, online classes and custom on-site training.
Certified Stormwater Inspector™ (CSI) course provides required training for permittees. As Certified Stormwater Inspectors™, graduates meet permit certification requirements for "qualified personnel" for construction, industry and municipalities.
Advanced Certified Stromwater Inspector™ (ACSI) course is designed for graduates of a state or approved organization's stormwater certification class. This post-graduate course provides an understanding how the NPDES program is currently managed, and it offers a view to the future.
Certified Erosion Inspector™ (CEI) course focuses on construction permittees and municipal inspectors to provide in-depth training in the causes of erosion of disturbed soils, sources of erosion in a variety of situations, structural and non-structural erosion and sediment controls, and innovative best management practices (BMPs).
Annual Employee Training for Permit Compliance is designed for the employees who fulfill the day-to-day compliance requirements as specified in your Stormwater Pollution Prevention Plan. With our unique online instructor-led sessions, not only will your employees stay current on what they need to do and when they need to do it, but you will also fulfill the annual training requirements as required by your regulatory permit.

Sampling Assistance - The Center will assist in locating your sample points, send monitoring alerts, provide all necessary materials for sample collection, provide sampling training if required, and we will also prepare your Discharge Monitoring Reports (DMRs).
